Abstract

 This article constitutes a step forward in terms of the model that is currently managed in Cuba and presupposes an approach of the citizen to the Public Administration entities, making the latter more efficient and effective. The novelty of the project in question lies mainly in the introduction of the figure of the administrative manager in the Cuban environment, the use of ICTs through a telematic platform and the replacement of the paper document by the electronic document. The extensive benefits for the troica, Public Administration-intermediary-citizen represented by the online agency, are highlighted, among which are: speed in the process, savings in materials, provision of an efficient and effective service, in recognition of a prestige in their actions, among others.
